While some studies claim that institutional arrangementsconstraine-governmentimplementationanduse,otherstudiesarguethatinstitutional arrangementsenabletheimplementationanduseofe-government.Currentfindingsshowalackof understandingofinstitutionalarrangementsine-governmentimplementationanduse.Presentstudies alsotendtosimplifythegovernmentorganizationasasubjectofinstitutionalpressure.Throughthe lensofinstitutionaltheory,thisstudyintendstoexplainhowinstitutionalarrangementsemergeand influencee-governmentimplementationandusewithintwolocalgovernmentsinIndonesia.The findingsshowthatinstitutionalarrangements(legitimacy,regulation,standards,andsocio-economic environment)haveemergedandsignificantlyinfluencetheimplementationanduseofe-government. These findings contribute to understanding of the influence of institutional arrangements in e-governmentimplementationanduse.
