The objectives of the study included defining the stages of monitoring, developing a fund of assessment tools, criteria and assessment indicators for the competencies specified in the Federal State Educational Standards for Higher Education (FSES HE), implementing and testing the effectiveness of monitoring in the cycles of professional retraining of healthcare managers. The developed and implemented monitoring system has proved its effectiveness. The result of its application is obtaining the most accurate, objective and timely information about the level of development of universal and professional competencies of healthcare organizers in the process of training in professional retraining cycles.
