KEUNGGULAN KOMPARATIF DAN DAMPAK KEBIJAKAN PEMERINTAH TERHADAP USAHA PEMBESARAN IKAN NILA PETANI PEMODAL BESAR DI KABUPATEN MUSI RAWAS

ABSTRACT Musi Rawas Regency is one of the Minneapolitan regions in South Sumatra Province. This research was conducted there purposed to identify comparative excellence and the effect of government policies toward output and input of tilapia enlargement for big financier farmer in Musi Rawas. The method used in the research is survey. The sampling method was carried out by using simple random sampling method with the number of respondents were 12 big financier farmers of the tilapia enlargement affair. The results of this study showed that the tilapia enlargement affair in Musi Rawas had a high comparative excellence indicated by a DRCR value <1 of 0.54. Whereas the government's policy towards input of tradable production facilities that in the form of subvention had a positive effect to big financier farmers of the tilapia enlargement affair in Musi Rawas Regency.ABSTRAK Kabupaten Musi Rawas merupakan salah satu kawasan minapolitan di Provinsi Sumatera Selatan. Penelitian ini dilakukan untuk mengidentifikasi keunggulan komparatif dan dampak kebijakan pemerintah terhadap output dan input pembesaran ikan nila bagi petani pemodal besar di Kabupaten Musi Rawas. Metode yang digunakan dalam penelitian adalah survey. Metode pengambilan sampel dilakukan dengan metode Simple Random Sampling dengan jumlah responden sebanyak 12 orang petani pemodal besar pada usaha pembesaran ikan nila. Hasil Penelitian ini menunjukan bahwa usaha pembesaran ikan nila di Kabupaten Musi Rawas pada pemodal besar memiliki keunggulan komparatif yang tinggi ditandai dengan nilai DRCR < 1 sebesar 0,54. Sedangkan kebijakan pemerintah terhadap input sarana produksi tradable berupa subsidi berpengaruh positif bagi petani pemodal besar pada usaha pembesaran ikan nila di Kabupaten Musi Rawas.
