Abstract

ABSTRACT This article deals with the issue of non‐territorial accommodation of language, cultural and ethnic groups in the political system. Apart from a historical background, the issue is discussed within the South African, Belgian and European contexts. The conclusion of the article refers to present day circumstances in South Africa.
