The flywheels that are used in the community and are widely sold in the market are conventional flywheels made of cast steel made through a metal casting process, so the price is relatively expensive. This experimental study aims to identify flywheels made of concrete as an alternative to conventional flywheels because the raw materials are widely sold in the market at relatively cheap prices. The manufacturing process is relatively easy, which can be done by small workshops in the community. The test results show that the price per unit of flywheel made of concrete is 40% cheaper than conventional flywheels. The low cost of procuring a flywheel made of concrete is very suitable to be applied to water turbine systems for pico-hydro and micro-hydro power plants. This is very reasonable considering that many pico-hydro and micro-hydro scale water turbines are operated in remote villages that do not yet have an electricity network which is synonymous with the weak economic capacity of the people.
