«HOMELESS» AS A SOCIAL PHENOMENON: EXAMINATION OF SOCIAL REGISTRATION OF HOMELESS CITIZENS

Abstract

The paper presents the examination of causation of the emergence of the category «homeless» from the standpoint of social science, certain aspects of the given category of citizens «homeless», are some of the features of socialization of this disadvantaged category of citizens in the Russian society, but also reveals the characteristic features and the current state of the position in society of the homeless. Approximate data on the number of homeless citizens in the world and in Russia in particular are given.On the basis of statistical data obtained by the complex of technologies of system and structural-fac-tor analysis over the past decade, the examination of cause-and-effect relationships of increasing the number of homeless in the Central part of Russia and the effectiveness of social protection institutions to provide homeless citizens, as well as the activities of the Center for social adaptation. E. Glinka Moscow and St. Petersburg state institution «center of registration and social services of citizens of the Russian Federation without a certain place of residence».In conclusion, the author concludes that it is necessary to introduce modern technologies in the pro-cess of population censuses and provides practical recommendations for the introduction of a new format of statistical research that will help to save public funds in the preparation and conduct of the all-Russian population census in 2020.
