The energy loss of charged particle was found when it moving into external magnetic field that has the strength vector parallel to the symmetry longitudinal axis of the 3D+2D-plasma of cylindrical configuration. The obtained relation allows to find the energy loss in both of a rotary motion of particle around the cylinder and its translational motion parallel to the cylinder generatrix. The effect of non-reciprocity excitation of the eigenmodes of 3D+2D-plasma cylinder was discovered.
