The solution of this problem can be facilitated by the further development of a strategic approach to lawmaking, as opposed to the currently prevailing situational approach (ad hoc). The article discusses some trends, as well as prospects for implementing a strategic approach to lawmaking in Russia based on the author’s concept of lawmaking strategy. The author stands on the communicative understanding of law and lawmaking, defining strategy as a model of interaction between participants in lawmaking activities for a long period, aimed at the formation of effective and legitimate regulation. An attempt is made to classify the law-making strategies implemented in Russia. All theoretical conclusions are confirmed by numerous examples from domestic law-making practice. Abstract
The complexity of social interactions in the modern world and the growing speed of changes taking place in society require an improvement in the quality of legal regulation.
