After referring to previous researches and detailed analyses, this study discovers that these challenges mainly cover insufficient teaching staff, undesirable educational quality and shortage of educational resources. To crack these problems, some measures should be adopted, including attracting the local graduates majoring in English and English Education to return and work as teachers, implementing in-service training and further education, setting up libraries and purchasing English books, as well as introducing modern English teaching facilities. Abstract
