Combination Evaluation Based Private Partner Selection of PPP Mode for Brownfield Redevelopment Project

Abstract

The limited funding has become a major dilemma for the redevelopment of brownfields. Public Private Partnership (PPP) mode has been highlighted as a potential resolution for this challenge. A suitable private partner plays an important role for the successfully utilization of PPP in BRP. This paper provides a combination methodology to select the most suitable one. In detail, the evaluation index system of the available private partners is designed first. After that, the implementation processes of three commonly used evaluation methods, including fuzzy comprehensive evaluation, grey relational evaluation and TOPSIS, are presented separately. Following the consistency validation, a combination evaluation methodology based on the above three methods is designed finally. A case study is used to certify the applicability and effectiveness of the combined methodology.
