Then, we apply the variation coefficient similarity to the emergency group decision-making problems. Through the weighted similarity measures between each alternative and the ideal alternative, the ranking order of all the alternatives can be determined and the best one(s) can be easily identified as well. Finally, we give a practical example to evaluate the emergency management capability of major snow disaster in Hunan province of China. Abstract
Consider the emergency decision-making problems, we proposed a new similarity measures based on the extension of the Dice, and cosine similarity measures, which satisfy some properties in Ref. [11].
