(Zaniewski, 1989).  Therefore, The cost (economics) of usersshould be taken into account when designing the construction of a road.  For this reason, the Government ofNicaragua, in conjuction with the relevant institutions have assumed a primary role in the implementation andmaintenance of the road network.
