Methods used is Research and Development (R & D). Research subject is a population of 75 children in group A. Data collection technique and instrument: Documentary study, interview, Question-aire. Data is analyzed with descriptive technique. Achievement Level (TKTP) as the guidance for devel-oping suitable developmental tasks based guidance and counseling program. Result of Research: The pro-gram’s planning and designing were not based on needs assessment. The TKTP for group A students was in the high cathegory, with average of 35,97 and percentage of 74,92%. Research conclusion: (1) guidance and counseling program at TKIT Al-Mumtaz Pontianak was not made through needs assessment. The implementing of guidance and counseling program still did not maximize the roles of school personnel and stakeholders. (2) suitable developmental tasks based guidance and counseling program for students in group A TKIT Al-Mumtaz Pontianak is a program that needs assessment .
