POLÍTICAS PÚBLICAS DE SANEAMENTO BÁSICO: UM ESTUDO DE CASO NO MUNICÍPIO DE IPIRANGA/PR

Abstract

The objective of this article was to analyze the economic viability of the expansion of the sanitary sewage system, carried out by the Sanitation Company of Parana (SANEPAR) in the municipality of Ipiranga. To do so, we selected the section that deals with the construction of a sewage treatment plant, two elevators and the expansion of 3,077 meters of sewage collection network, with budgeted investments of R$ 5.28 million, financed by Caixa Economica Federal (CEF) and the National Bank for Social Development (BNDES). The sources consulted were the Sanitation Company of Parana (SANEPAR), the Brazilian Institute of Geography and Statistics (IBGE) and the United Nations (UN). The criteria selected for the economic analysis were: the Net Present Value (NPV), the Internal Return of Rate (IRR), the Benefit-Cost Ratio (BCR), the Return on Investment Added (ROIA) and the Pay-back Period. The results indicated that, even with subsidized interest and 10 year capital recovery periods, the project should be rejected from the point of view of market rate financing.
