The author describes five major problems facing the Russian academic community: lack of funding, over-bureaucratization, dishonesty and plagiarism, commercialization, and the fear and uncertainty that currently permeate Russian academia. ABSTRACT This open letter is addressed to Russian Minister of Education O.Y.
