Abstract
The role of industrial policy on open strategy (OS) is promising but yet underexplored. To address the issue, we conducted a longitudinal case study of China’s high-speed rail industry based on the combination of industrial policy and OS literature. We proposed a “policy-driven OS” view that differentiates industrial policies from central and ministerial governments and explores how industrial policy affects the inclusion and transparency of OSs over time. Our research contributes to the OS literature from the industrial policy perspective and provides practical implications for policymakers and industrial practitioners
