The main ways to solve this problem is the design of the content (the organizational model) of the sound academic background and its subsequent formalization – development of the organization and legal model of competency-based education. Abstract

Abstract The purpose of this study is to substantiate theoretical foundations of the development of organizational and legal model of competency-based education as an important means of the transition to innovative economy-knowledge economy, digital intellectual economy. An important problem, as follows from the analysis, is that the current legislation in the field of education, its actual organizational and legal model does not provide necessary reproduction of social capital as a leading factor in the fourth industrial revolution. 素质教育作为创新经济转型手段的组织与法律模式
摘要本研究的目的是充实能力素质教育作为向创新经济-知识经济、数字知识经济过渡的重要手段的组织和法律模式发展的理论基础。从分析中可以看出,一个重要的问题是,目前教育领域的立法,其实际的组织和法律模式并没有提供作为第四次工业革命主导因素的社会资本的必要再生产。解决这一问题的主要途径是对良好学术背景的内容(组织模式)的设计及其后续的形式化——发展胜任力教育的组织和法律模式。将向乌克兰教育和科学领导提出的解决这一问题的建议,对具有类似教育和文化传统的其他欧洲国家的科学家也可能有用。
