Novikova, when developing employment, it is necessary to identify, research and develop the main elements of the strategy, which represent the core block — the Concept of the strategy. In this paper, the mission, vision, strategic priorities and their goals are proposed, corresponding to the strategic opportunities identified by the OTSW analysis with the help of strategic analysis of strategic trends, strategic and statistical analysis of employment of the population of the Amur region, taking into account the coherence of interests and backed by competitive advantages. Abstract

The development of employment in the region, aimed at improving the quality and standard of human life, is carried out through strategizing. Based on the theory of strategy and the methodology of strategizing V.L. Kvint and taking into account the methodology of strategizing the development of labor resources I.V. Novikova, when developing employment, it is necessary to identify, research and develop the main elements of the strategy, which represent the core block — the Concept of the strategy.
