Abstract

ABSTRACT This paper explores planning negotiations in neighbourhood-level urban redevelopment. Rapidly densifying cities routinely approve development projects that exceed zoning permissions, conditional on negotiations with developers for affordable housing and park space, among other public benefits. This paper provides a case analysis on negotiations in multi-actor urban redevelopment projects involving density bonusing in Toronto, Canada.
