Abstract

Researchers and policymakers have increasingly recognized foreign fighter mobilization as a national security threat to foreign states and domestic populations. Yet, scholars remain divided on the motivations of foreign combatants, arguing that fighters may be motivated by grievances, opportunity, or material incentives.
