A study of the developmental stages and location variables of health care services can facilitate understanding location characteristics for a progressive perspective to achieve optimal standards of health care service. This study focuses on the 17 public health centers located within the districts of the Capital Governorate, State of Kuwait. The scientific methodology that is used in this study is based on a spatial and geo-statistical analysis of public health centers. The results of this applied analysis highlight the inadequacies of the current management system running public health facilities in the State of Kuwait. The study seeks to create a new system based on GIS technology dubbed “Public Health Record Information System”.
