They collaborate with administrative leaders vertically or with citizens horizontally by adopting three strategies: defining mutual interests, building trust, and leveraging resources. Vertical collaboration contributes to effective policy outcomes and formal upward accountability, while horizontal collaboration improves public responsiveness. Abstract
