An empirical study is conducted to test the validity of the model. The analysis was using SmartPLS due to the abnormality of data distribution and relatively small sample size. The respondents were operators at a government agency who use the system for managing migrant workers' data. Even though all indicators for a good model are fulfilled, due to a relatively small sample size, the findings should be used with caution. In this study, social influence is not a good predictor for intention to use while perceived usefulness is. The effect size calculation showed that perceived usefulness has a substantial effect toward intention to use. System usage made a bigger impact on perceived benefits rather than on user satisfaction. The implications are, first, the authority in the agency must promote the usefulness of the system.
