Abstract
: Regional development can be considered through the framework of traditional philosophy. “Gold”, “wood”, “water”, “fire” and “soil” are the basic elements required to maintain life. The balance and coordination among these elements bring in a healthy lifestyle. The eastern and southern regions of China have limited fire and gold supplies, while the western and northern regions have limited water and wood supplies. Consequently, our country has implemented projects such as West-to-East Gas Transmission, Afforestation, Transportation of Coal From the North to the South and South-North Water Transfer Project to mitigate the unbalanced ratio of five elements, and achieved great economic and socio-ecological benefits. So far, only sesotic resources have not been deployed largely across regions; thus, there is a need to plan some projects as soon as possible, such as intercepting the reservoir in the Yellow River Basin, transforming the sediment in situ, using the river sediment to irrigate the mining subsidence area, transferring the dredged sesotic resources from estuaries to the Western area and ransferring high quality sesotic resources from the North to the rocky desertified area of the Southwest.
