The findings show that the researcher will also identify that Indonesia will be more sensitive to TCA than Singapore, so the decision is rejected, while the following hypothesis is that TCA also focuses on tourists, compared to business activities between the two countries, and that the Indonesian government has also proposed the implementation of RGL. However, RGL is not a priority, implying that TCA is effective. If RGL is emphasized, the hypothesis can be accepted. Based on some of these hypotheses' results, the first hypothesis's rejection is caused by the lack of Human Resource Management expertise in implementing TCA with the Singapore government.
