With the exception of Wanning, Chengmai, and Lingshui Counties, the natural population growth rate in the remaining 15 counties and municipalities declined. In accordance with the 30 regulations of the Guangdong Provincial CCP Committee, the Hainan Regional CCP Committee has formulated 10 supplementary regulations. At the end of 1979, the region and autonomous prefecture again held a massive inspection of planned parenthood work.
