Abstract

Bio-upcycling is increasingly proposed to tackle plastic waste, yet the emerging global plastics treaty lacks biosafety governance for the engineered biological systems required. We propose an exposure-based framework distinguishing contained from open-environment applications, addressing biosafety gaps not covered by existing regulations, and preventing bio-upcycling from legitimizing continued plastic overproduction.
