Abstract

This article examines how Vietnamese central leadership discourse and reform documents from August 2024 to May 2026 construct time as a scarce policy resource. Drawing on a two-stage documentary corpus—a systematically assembled body of leadership interventions, Party conclusions, government notices, and implementation materials—it traces four moves: diagnosing delay as a political and institutional problem; valuing time as a developmental asset; compressing the 2030 and 2045 horizons into present obligations; and inscribing urgency in reform architecture through streamlining, decentralisation, legal acceleration, reporting rhythms, measurable outputs, and citizen-facing service standards. The article analyses official articulation and representation rather than independently verified administrative outcomes. It shows how this official document set makes time governable by linking waste, opportunity, trust, institutional design, and performance metrics. It contributes to temporal governance scholarship and Vietnam studies by showing how a party-state reform agenda governs through time as well as through institutions within a coherent analytical framework.
