Abstract
Evidence-based decision-making is crucial for sustainable rainbow trout production, where Decision Support Systems (DSSs) offer significant potential. Despite DSSs’ availability, adoption by Ontario farmers remains limited. This study identifies strategic factors influencing DSSs adoption and proposes strategies to accelerate their uptake using a SWOT-AHP-TOWS framework. A SWOT matrix was constructed based on prior research and stakeholder consultation, and an AHP survey of 19 industry actors was conducted to prioritize factors. The findings reveal that opportunities and strengths, such as cost savings, improved efficiency, and integration with existing systems, outweigh weaknesses and threats, including high costs, data security concerns, and technical expertise gaps. Key strategies include leveraging subsidies, automating tasks, and enhancing cybersecurity. Achieving these strategies requires meticulous planning, stakeholder collaboration, and visionary leadership. This study provides actionable insights to foster DSSs adoption, supporting sustainable growth in the Ontario rainbow trout industry.
