The aim of this study was to comparatively assess the performance and the potential for resource mobilization of participating and non-participating FHUs in the PHCIL regarding the PBP, from 2021 to 2022. This is a quantitative, analytical, cross-sectional study based on secondary information from 63 FHUs in the municipality. All analyses were conducted in the R program, with a significance level of p <0.05. In 2022, there was a statistically significant association, with the PHCIL outperforming other units, suggesting the need for innovation in FHUs.
