Additionally, this policy exhibits a particularly significant effect when implemented in high economic development, high urbanization, and low CMECER cities. Simultaneously, when the policy is implemented in conjunction with innovation policy and information infrastructure policy, it is more beneficial for promoting CMECER. Abstract

The collaborative management of energy conservation and emission reduction (CMECER) can not only cut down energy costs and enhance energy security, but also effectively reduce pollutant emissions and safeguard the environment. 绿色财政政策对节能减排协同管理的影响
节能减排协同管理(CMECER)不仅可以降低能源成本,增强能源安全,还可以有效减少污染物排放,保护环境。有鉴于此,本研究利用2007-2021年278个中国城市的数据,分析了以绿色财政为核心的“国家节能减排综合示范财政政策”(ESERF政策)对CMECER的影响。本研究表明ESERF政策对CMECER有显著促进作用。通过加强绿色技术创新和促进产业结构升级来实现政策效果。此外,该政策在高经济发展、高城市化和低CMECER城市实施时效果尤为显著。同时,该政策与创新政策、信息基础设施政策相结合实施,更有利于促进CMECER的发展。并从完善政策监督评估体系、优化机制体系、构建协同实施合作框架三个关键方面提出具有参考价值的政策建议。
