Abstract
Environmental Impact Assessment (EIA) is recognized globally as one of the most effective tools for protecting the environment. However, evaluating the effectiveness of EIAs is constantly at the forefront of the scientific and professional community. This study focused on differences in the approach to the EIA process for motorway projects in two neighbouring countries, Czechia and Slovakia, by analysing key elements of the process, using road ecology as a context. The study found not only differences in the number of proposed mitigation and follow-up monitoring measures, but also significant discrepancies in how these requirements are transferred and integrated across the individual stages of the EIA process. In addition, differences in the approach of experts to the design of mitigation measures and in the participation of the public in the EIA process were confirmed. These results suggest that the quality of the EIA process depends on dynamic feedback between the initial assessment and post-implementation monitoring. Recommendations are made to improve professional practice.
