The findings reveal that all requirements vary in different priority level from multi-stakeholder perspectives. Six requirements were classified as “one-dimensional (O),” one as “attractive (A),” and the remaining as “indifferent (I).” Top priority requirements include specific and explicit RDM guidelines, access to open data resources, user-friendly access, information retrieval systems training, access to data analysis applications and secure research data storage methods. The study provides a framework for prioritising RDMS requirements based on multi-stakeholder perspectives, offering valuable insights for Myanmar university libraries and other developing areas initiating RDMS implementation.
