Drawing on dynamic capabilities theory and the Technology-Organisation-Environment (TOE) framework, we examine how internal resources, capabilities and external conditions shape SMEs' adoption of AI-driven digital technologies alongside sustainability practices. Using data from the 2020 Flash Eurobarometer 486, we conduct a cross-country analysis on a large and representative sample of EU SMEs. Our findings provide empirical support for the combined TOE–dynamic capabilities approach by showing that transition outcomes are jointly influenced by technological readiness, organisational capabilities, and environmental support.
