Results show that service accuracy, transparency, and trust enhance citizen satisfaction, while processing time, accessibility, and resource utilization improve employee satisfaction. Human-AI collaboration moderates the relationship between efficiency and service quality, aligning effectiveness and efficiency to achieve dual satisfaction.
