Notably, R&amp;D outputs in technology-intensive firms paradoxically declined after receiving green subsidies, revealing limitations in the current policy framework’s effectiveness. These findings emphasize the importance of tailoring subsidy policies to align with the heterogeneous demands of enterprises.
