This study aims not only to assess the main challenges affecting this transition, but also to prioritize alternative policies to overcome them through an integrated decision support system. Through a questionnaire distributed to twelve experts, we have conducted a strength weakness opportunity threat factors analysis, determined the weight of these factors, handled uncertainty in experts’ opinions, consolidated the ranking of alternatives to reach a consensus, and checked the consistency and reliability of our decision support system. The “opportunities” criteria are the main drivers of this transition, while limited grid supply and underdeveloped infrastructure sub-criteria constitute main challenges. Global collaboration is preferred policy for adoption.
