Abstract
Land resource misallocation (LRM) has long posed a significant obstacle to healthy and sustainable city development. Government informatization construction (GIC) offers a novel opportunity to address this challenge. This study leverages the information benefiting people pilot policy (IBPPP) that the Chinese government implemented in 2014 as a quasi-natural experiment. Using panel data pertaining to the period between 2007 and 2019 from 278 prefecture-level cities in China, this study employs a difference-in-differences (DID) model to empirically examine GIC's impact and the mechanisms by which it affects urban LRM while also exploring heterogeneous effects. The results demonstrate that GIC significantly mitigates urban LRM, a finding that is robust to several sensitivity tests. Mechanism analysis reveals that GIC reduces LRM via two pathways: by promoting marketization and by facilitating industrial structure upgrading. Heterogeneity analysis further indicates that the effects of GIC vary across different urban locations, population sizes, and degrees of marketization. This study offers valuable insights that can support land informatization initiatives in developing countries, particularly China.
