Abstract

Singapore's "Health SG" program takes "prevention first" personalized health management as the core, and successfully realizes the transformation of medical focus from "disease treatment" to "active health management" through measures such as family doctor contract system, community health ecosystem construction, digital empowerment and health points incentive. The program has significantly improved the screening rate and control rate of chronic diseases, and effectively alleviated the pressure of medical resource allocation. Based on the successful experience of Singapore and the current situation of China's health management system, this paper puts forward specific suggestions on optimizing the primary health service system, promoting the contract system of family doctors, accelerating digital health management and promoting urban and rural health equity, so as to provide reference for China to cope with the challenges of population aging and high incidence of chronic diseases.

【从新加坡“健康SG”项目看中国卫生管理体制改革路径:基于预防的实践与启示】。
新加坡“健康SG”计划以“预防为主”的个性化健康管理为核心,通过家庭医生合同制、社区卫生生态系统建设、数字化赋能、健康积分激励等措施,成功实现了医疗重心从“疾病治疗”向“主动健康管理”的转变。该方案显著提高了慢性病的筛查率和控制率,有效缓解了医疗资源配置压力。本文结合新加坡的成功经验和中国健康管理体制的现状,从优化初级卫生服务体系、推进家庭医生合同制、加快健康数字化管理、促进城乡健康公平等方面提出具体建议,为中国应对人口老龄化和慢性病高发的挑战提供参考。

In 1960, it was amalgamated with the Chinese Medical Journal and the Journal of Medical History and Health Care , and thereafter, was renamed as People’s Care . On November 25, 1978, the publication was denominated as Chinese Journal of Preventive Medicine . The contents of CJPM deal with a wide range of disciplines and technologies including epidemiology, environmental health, nutrition and food hygiene, occupational health, hygiene for children and adolescents, radiological health, toxicology, biostatistics, social medicine, pathogenic and epidemiological research in malignant tumor, surveillance and immunization.
