Consequently, employing a multilevel analysis becomes crucial, as it allows for the examination of how these factors influence user attitudes. This analytical approach proves to be particularly advantageous for local policymakers seeking a comprehensive understanding of the dynamics at play. This study investigates the factors influencing older adults' intentions to use Electric Bicycle Sharing Systems (EBSS) in regional Thailand, emphasizing the impact of spatial policies and regional variations. Utilizing a Multilevel Structural Equation Modeling (MSEM) approach, the study analyzes survey data from 1568 older residents across 41 districts. The findings reveal significant psychological determinants based on the Theory of Planned Behavior (TPB) and the Technology Acceptance Model (TAM), with Perceived Usefulness emerging as the most influential factor. Additionally, environmental aspects, such as enforcement and support, exhibit notable effects on user intentions, with variations across districts. These insights highlight the importance of considering both individual and contextual factors when developing EBSS policies.
