This study addresses this gap by conducting a comprehensive spatiotemporal analysis of unauthorized ‘off-plan’ construction in Attica, Greece, between 1955 and 2011, utilizing a unique dataset of 84,300 property declarations. It reveals the dynamic and evolving nature of urban informality, driven by a complex interplay of necessity, opportunity, and speculation, and its adaptation to shifting regulatory landscapes. The findings challenge many simplistic dichotomies prevalent in literature, highlighting the blurred boundaries between formal and informal, legal and illegal, and need-driven versus opportunistic motivations.
