As a powerful mathematical tool, Markov decision process provides an effective method to solve the optimal decision problem of complex systems. Firstly, the paper analyzes the complexity of smart grid engineering cluster construction, including multi-stage, multi-objective, multi-constraints and so on. On this basis, the Markov decision process model of smart grid engineering cluster construction is constructed. The model regards each stage of construction of smart grid engineering cluster as different states, regards alternative execution strategies as actions, and regards construction costs and benefits as rewards, thus forming a complete decision-making process. The optimal strategy of Markov decision process model is solved by dynamic programming algorithm. Abstract
