Abstract

Methodological study for the development, content validation, and measurability assessment of indicators to monitor oral health services in Primary Health Care (PHC). Data from the e-SUS PHC system were used and evaluated by 46 experts regarding relevance, transparency, and theoretical alignment. Measurability was assessed using 2022 data from the Primary Care Health Information System (SISAB) for Brazilian municipalities. Sixty-eight indicators were validated (agreement > 75%), with 53 deemed measurable, covering subdimensions such as Access, Surveillance, Diagnosis and Treatment, Promotion and Prevention, Intersectoral Action, and Work Processes. The percentage of municipalities with calculated indicators ranged from 0.97% to 95.40%.
