Abstract

States should synchronize their cyber incident responses and consequence management plans to execute shared objectives, improve situational awareness, and quickly restore services.

The Cyber Fortress exercise underscores the need for federal, state, private, and academic sectors to collaborate and strengthen cyber resilience for critical infrastructure, particularly for water utilities.

Through training and simulations, cyber operators and public–private cyber defenders learn to detect and mitigate sophisticated threats.
