The findings reveal that the first successful pilots are essential for any wide-scale rise of ECs. Despite challenges, several successful case studies showcase the potential for ECs. Key success factors include strong local leadership, effective communication strategies, municipal support, and clear business models. The study underscores the importance of proactive roles from the state and distribution system operators and highlights the need for legislative improvements to support ECs. This research fills a critical gap in the literature by providing insights into the unique dynamics in Estonia. The attributes of energy policy may include legislation, international treaties, incentives to investment, guidelines for energy conservation, taxation and other public policy techniques. Energy policy is closely related to climate change policy because totalled worldwide the energy sector emits more greenhouse gas than other sectors.
