Discrimination, bureaucratic rigidity of services, and a lack of intra- and intersectoral integration were identified as significant barriers. On the other hand, Street Outreach Clinics and practices such as harm reduction and matrix-based support emerged as notable facilitators, adapting to patients' needs.
