Abstract

This paper develops a historical account of the introduction of electricity markets and liberalisation reforms in Britain and Europe. Drawing on the field of ‘policy-orientated history’ in energy studies, cases are analysed with a view to informing contemporary debates about fundamental reforms to electricity markets for renewables integration into power systems. A dynamic approach to market reform is suggested which analyses change across different dimensions of ‘electricity market regimes’. Energy production, distribution, and consumption all have both technical and human components, and the latter involves the human causes and consequences of energy-related activities and processes as well as social structures that shape how people interact with energy systems. Energy analysis, therefore, needs to look beyond the dimensions of technology and economics to include these social and human elements.
