Our study provided new insights into the differences in heat risk between urban and rural areas. The heat-risk gap between urban and rural areas was lower than that indicated by surface temperatures, due to the diffusion and attenuation of high temperatures. In addition, we discussed the application of resilience to risk governance and emphasize five governance models for risk zoning.
