Based on panel data from 266 cities in China from 2011 to 2021, this research investigates the multifaceted effects of the new energy industry agglomeration on the collaborative governance of pollution reduction and carbon reduction. This research uses the static location entropy coefficient to measure the new energy industry agglomeration and the coupling coordination model to assess the collaborative governance of pollution reduction and carbon reduction. Utilizing the fixed, intermediary, and dynamic threshold effect models, this research studies the influence of the new energy industry agglomeration on the collaborative governance of pollution reduction and carbon reduction. This research demonstrates that: first, this research demonstrates that the new energy industry agglomeration directly promote the collaborative governance of pollution reduction and carbon reduction, and it shows heterogeneous; Second, based on the “technical effect” and the “structural effect”, with the green technology innovation and the advanced industrial structure as the intermediary variables, the new energy industry agglomeration has an indirect conduction effect on the collaborative governance of pollution reduction and carbon reduction. Third, with the continuous enhancement of the new energy industry agglomeration, its effect on the collaborative governance of pollution reduction and carbon reduction has shifted from the “crowding effect” to the “scale effect” and is characterized by a “U”-shaped threshold effect that indicates “first promotion inhibition and then promotion”. At last, simulation research was conducted on the dynamic interaction between the fields of “energy” and “environment” using the Simulink module, providing operational insights into the potential development path of the new energy industry agglomeration and its impact on the collaborative governance of pollution reduction and carbon reduction.
