Our device achieves a propagation loss of less than 0.02 dB μm<jats:sup>−1</jats:sup> for our non-Hermitian waveguide-based phase shifters with high performance efficiency of <jats:italic>P</jats:italic> <jats:sub> <jats:italic>π</jats:italic> </jats:sub> ⋅ <jats:italic>τ</jats:italic> = 19.1 mW μs. Abstract

The performance of all active photonic devices today is greatly limited by loss.
